2. Regional Rule (De Facto Governments)

Each region operates with a high degree of autonomy and has its own leadership:

  • Thundarr City – A corporate-dominated oligarchy, where business magnates like Mr. Clown control laws and resources.
  • Thundarr Land – Governed by a council of agricultural guilds that ensure fair land use and food distribution.
  • Snow Land – Ruled by warlord clans, where strength and survival dictate leadership.

  • Bribery is rampant, allowing wealthy individuals to bypass laws and manipulate policies.

5. Criminal Syndicates & Vigilantes

  • With a weak political structure, crime lords, warlords, and vigilantes fill the power vacuum.
  • Figures like Kestrel (Cal Faros) and Falcon (Faro Faros) fight against crime and corruption where the government fails.
